Beacon Bits: A troubled landmark

The Seattle Times (Beacon Hill Blog news partner) reports that the PacMed/Amazon landmark building at the north tip of Beacon Hill is a “troubled property.” No replacement for primary tenant Amazon has yet been found, though the building has been on the market for almost three years.

The Seattle Public Library is raising fines and fees starting on Monday, November 1. Among the changes:

  • The daily fine for an overdue book, CD, or DVD will change from 15 cents a day to 25 cents a day.
  • The daily fine for an overdue interlibrary loan will change from 25 cents a day to $1 a day.

Also, all accounts with a balance of $25 will be sent to a collection agency, including accounts for children and teens.

The Seattle Department of Neighborhoods and City Neighborhood Council (CNC) are currently seeking input from community groups throughout Seattle as a way to find out how to support the evolution of the Neighborhood District Council system as a key avenue for civic participation in Seattle.

Roberto Maestas, El Centro founder, dies

Roberto Maestas, a founder of Beacon Hill’s El Centro de la Raza who led that non-profit organization until he retired last year, passed away this morning of lung cancer at the age of 72.

Mayor McGinn has ordered that city flags be lowered to half-staff today in honor of Maestas.

A former Spanish teacher at Franklin High School, Maestas was among the activists involved in the peaceful occupation of the then-empty Beacon Hill Elementary School building on 16th Avenue South in 1972. After three wintery months in the run-down building, the group negotiated an agreement with the City to lease the building for $1 per year, and the El Centro organization has been there ever since. Maestas led the organization as executive director until he stepped down in 2009.

The Seattle Civil Rights and Labor History Project at the University of Washington has this page about Maestas, including a biography and several video interviews.

Here is a story from last year about the Four Amigos: Maestas, the late Bernie Whitebear, Larry Gossett, and Bob Santos, who as activists and friends worked together to make Seattle a more just place.

Beacon Bits: Spanish classes, squeaky rails, and help with the bills

Alleycat Acres and ROCKiT space have been pretty busy in the neighborhood lately. Now, they are working together to build an educational community garden in the backyard at ROCKiT space. On Saturday from 1:00-5:00 pm, the two groups are inviting the community to a work party to transform the space. They will also sell plant starts and baked goods to help raise funds for the garden, and there will be music and artsy activities as well as a potluck. El Centro de la Raza is hosting another series of Spanish classes, to begin on June 28. Classes are instructed by professional native Spanish speakers in an interactive community-based setting. Speaking of Link, Mike Lindblom reported in Sunday’s Seattle Times (BHB news partners) that there are still issues with the noise of the trains in Tukwila, along Martin Luther King Jr. Way South, and along the curve near Mount Baker Station and the Beacon Hill tunnel, though a lubrication system added last winter has helped somewhat. Have you noticed the noise, and have you noticed any improvement?

A land use application has been filed to allow change of use in the basement of an existing apartment structure at 1731 South Horton Street to a religious institution (Zen Buddhist Meditation Center); it would require approval of an Administrative Conditional Use to allow an institution in a single family zone. Lastly, we wanted to pass on some information about a financial assistance program that is currently open for low-income families in Seattle. Central Area Motivation Program (CAMP) offers an Energy Assistance Program that provides financial assistance through LIHEAP and Puget Sound Energy HELP to help low-income families and individuals pay home heating bills and minimize future home heating costs. Eligible clients can receive up to $1,000 through LIHEAP or Puget Sound Energy for utility payment assistance and up to $5,000 for dysfunctional heating system, chimney, or window repair or replacement. Once, many years ago, I was in a very bad financial situation and CAMP’s program was what kept the heat from being turned off in my apartment that winter. Eight Beacon Hill projects pursue Opportunity Fund grants

The North Beacon Hill Council Board is submitting a letter of support for eight groups submitting applications to build new parks or improve existing parks in Beacon Hill. The 40+ people attending last night’s NBHC meeting unanimously supported this motion. Presenters were succinct and provided an impressive amount of information about their respective projects.

The eight groups presented information about applications they are submitting to the Parks and Green Spaces Levy Opportunity Fund for parks in Beacon Hill.  You can find out more about the Opportunity Fund in their FAQ.

The Opportunity Fund is community-driven. A key aspect of the application is how much community support a project has.  If you would like to share comments, concerns, or enthusiastic support about a proposal, contact Seattle Parks and let them know what you think. Briefly, the eight proposals are:

  • Volunteers and community members seeking funding to continue efforts to improve Lewis Park, such as clearing invasive species, planting natives, and restoring the natural areas in the park’s ravines
  • Development of a Food Forest in Jefferson Park, including bicycle and walking paths, a community shade structure, and habitat renewal for beneficial insects and birds
  • Acquisition of land around the Beacon Hill Light Rail Station to develop a North Beacon Central Park
  • Walker Street Park and Orchard proposal to acquire 10 lots on the boundary of the North Beacon Hill and North Rainier Urban Villages
  • Beacon Hill Youth Soccer Association efforts to improve the youth soccer field adjacent to Beacon International School so that it can be used year-round, by replacing grass with artificial turf
  • El Centro de La Raza seeking to improve their playground and increase access to the public by upgrading play structure; adding landscaping, outdoor meeting space, green features, and cultural aspects; adding ADA accessibility; and improving the basketball court
  • Efforts to preserve and renovate the historic reservoir gatehouse building in Jefferson Park
  • Development of a viewpoint pocket park at 12th and Hill, including addition of a retaining wall, viewing platform, and seating area

Tamales for sale at El Centro

Elliott Jones at El Centro de la Raza sends an update that will be good news to tamale fans:

I’ve sent messages recently advertising El Centro de la Raza’s tamale-making classes (by the way, there are still a few spots open for our April 24th class [note the date change]), but I don’t know whether I alerted the local community to the fact that we are selling tamales as well!

Unfortunately, the first tamale class is this Saturday, meaning if you wanted to purchase some of the tamales that our tamalera and her students will be making, they are $12/dozen and you must order by tomorrow at 5pm. You need to pay with your order (we can accept payment over the phone with our new credit card machine).

If you have any questions or would like to order fresh, locally-made tamales, and support your local non-profit community organization at the same time, please call Ashley Haugen at 206-957-4611 or via e-mail at development@elcentrodelaraza.org. The tamales can be picked up Saturday afternoon after the class at El Centro de la Raza or any time during the following week.

Beacon Bits: Census, catfish, and classes

The Seattle Weekly‘s food blog, Voracious, reviewed one of our favorite hidden food gems on Beacon Hill: the Beacon Avenue Shell Station. Yes, a gas station. The reviewer got a disappointingly old filet of catfish, but we know that if you get there at the right time the stuff is dee-lish.

Michael Wallenfels of Mokusai Design is teaching a Cartoon Drawing class at Jefferson Community Center this spring, on Thursday nights from April 8 to June 10. For more about this and some other classes, see the flyer.

We wrote a couple of weeks ago about Spanish language classes for adults at El Centro de la Raza. Elliott from El Centro wrote to tell the Beacon Hill mailing list that there are now two classes, so there should be enough room for everyone who wants to learn.

The Beginner (Plus) classes begin Monday, April 5, and will continue on Mondays and Wednesdays from 6:00 pm to 7:30 pm until June 9. The class fee is $300, which goes to support the programs at El Centro. If you have questions or want to enroll, call Enrique Gonzalez at (206) 957-4605 or email execasst@elcentrodelaraza.org. Registration deadline is March 31.

According to Techflash, “BH” stands for Beacon Hill; it’s a fake retailer that Amazon uses when they want to show off their new features without using a real company’s name. Amazon may be leaving the Hill soon, but perhaps they will keep a little bit of Beacon Hill with them for a while.

The Filipino Community Center in the Rainier Valley is hosting a Community Forum on the 2010 Census on Thursday, March 11 at 6:00 pm. The forum will offer people the opportunity to ask questions and review the census forms. The Filipino Community Center is located at 5740 Martin Luther King Jr. Way South.

The Stranger weighs in on SE Seattle appeals

Cienna Madrid at The Stranger has written a story about the recent appeals filed against the North Beacon Hill, Othello, and North Rainier (Mount Baker) neighborhood plan updates. The article discusses El Centro de la Raza’s plans to develop the land just south of their building, plans which are—for now—on hold. State law allows neighborhood plans to be amended only once a year. Whether the appeals are upheld or not won’t be determined until it is too late to meet the deadline for this year, so the appeals are automatically forcing a one-year delay to any plan changes.

Madrid interviewed Estela Ortega from El Centro, Bill LaBorde of Transportation Choices Coalition, City Councilmember Sally Clark and David Goldberg of the Department of Planning and Development, and also attempted to speak with North Beacon appellant Frederica Merrell and the appellants from the other Southeast Seattle neighborhoods—for the most part, however, the petitioners aren’t talking. (The exception is Jenna Walden of the Othello group, who suggests that the reason for her group’s appeal is that it is a protest against marginalization of neighborhood groups.)

The resulting article pulls no punches; it concludes, “…Merrell and her cohorts appear to be more concerned with winning than pursuing the best interests of their neighborhoods and the city.”

Responses from The Stranger‘s readers on the website have been mixed.

Busy times ahead at El Centro de la Raza

El Centro de la Raza has a lot going on in upcoming weeks at their building at 2524 16th Avenue South, including cooking and language classes, free tax prep, and electronics recycling.

Graciela Gonzalez, El Centro’s Human Services Director, is teaching a class on making tamales. The class fee is $50, and students will be able to take home a dozen tamales along with the recipe. Each class is limited to six students. The class dates are Saturday, March 20, from 10:00 am to 12:30 pm, or Saturday, April 17, also from 10:00 to 12:30. Sign up at Brown Paper Tickets.

El Centro’s conversational Spanish classes will begin on Monday, April 5, and will continue on Mondays and Wednesdays from 6:00 pm to 7:30 pm until June 9. Students will be able to learn Spanish with other adults in a relaxed, yet professional setting. The class fee is $300. Here is the registration form.

All proceeds from these classes go to support El Centro’s human service, child and youth, and education and skill-building programs.

As we wrote in January, United Way of King County is providing free tax preparation services to low-income taxpayers at El Centro. Tax assistance is provided in English and Spanish by volunteers who are trained and certified by the IRS. The free tax prep services will be on Tuesdays and Thursdays from 5:00 – 9:00 pm and Saturdays from 10:00 am – 2:00 pm until April 15.

Those eligible for the free service include anyone whose household made less than $50,000 in 2009, and who is filing a basic tax return only (no rental income, business taxes, or sale of property or stock).

Lastly, El Centro has joined up with Cartridges for Kids to collect used electronics. Cartridges for Kids recycles the used goods, and then gives a
small donation to El Centro. You can contribute old iPods, cell
phones, video game consoles, printer cartridges, digital cameras, DVDs, and more.

The Cartridges for Kids box is in room 304, on the top floor of the El Centro building at 2524 16th Avenue South. If you have a large amount of stuff to drop off, or if you are unable to come up to the top floor for medical reasons, please call Elliott Jones at 206-957-4652 to work out the logistics.

Opinion: It’s about zoning

On Tuesday, February 10, the Hearing Examiner’s Office conducted a prehearing conference regarding the appeal filed by Frederica Merrell to vacate the Determination of Non-Significance (DNS) for the North Beacon Hill Neighborhood Plan update. There was also a prehearing conference for the appeal against the Othello update. The North Rainier (a.k.a. Mount Baker) appeal will be heard by the Hearing Examiner on February 16.

These meetings are the first of many steps to examine the merits of the identical appeals filed by separate individuals against the Neighborhood Plan updates. These meetings are costing City of Seattle taxpayers money and taking staff time away from other DPD business. They are also delaying any progress on the work plans associated with the Neighborhood Plan Updates and halting any development and/or design plans for the sites involved.

El Centro de La Raza has lost $75,000 in funds offered to help them begin preliminary community outreach to discuss design and development ideas for their property. They cannot begin to move forward on developing their site until there is some indication that zoning issues will be resolved. El Centro is a valuable community partner. They would like to develop their property in the best interests of the neighborhood. They cannot begin the conversation about how to do that until the zoning issues are resolved.

Let’s be very clear: the Neighborhood Plan Updates are totally, completely about zoning. The entire point of the Neighborhood Plan Updates—the only reason they were ever developed—was to discuss zoning in the specific areas around the light rail stations. They were not intended to be and will never be replacements for the extensive Neighborhood Plans our communities have in place.

All other issues are red herrings. Concurrency is a completely unrelated issue to the upzone conversation—apples and oranges. The Neighborhood Plan validation process is also completely unrelated—a completely separate process.

This is the core of El Centro’s counter-appeal. DPD can clearly demonstrate that these appeals are too general and many of the complaints are outside the jurisdiction of the Hearing Examiner’s office and outside the scope of the update.

From El Centro’s Motion to Dismiss:

“El Centro de la Raza makes a motion to dismiss this appeal because Ms. Merrell appears to be raising issues related to the passage of the North Beacon Hill Plan, rather than the adequacy of the City’s environmental review. The North Beacon Hill Plan has not been adopted by the City Council yet. No changes to the Comprehensive Plan, nor to the zoning code, have yet occurred. Therefore, any issues related to the North Beacon Hill Plan itself, or related to any potential future zoning change, are not ripe for the Hearing Examiner’s review. In addition, any issues related to the Growth Management Act are not properly before the Hearing Examiner and must be dismissed.

In the alternative, El Centro suggests to the Hearing Examiner that the appeal is essentially limited to a single legal issue: whether the City properly exercised its discretion under WAC 197-11-055, 197-11-060, and 197-11-228 to complete proper environmental review of comprehensive planning documents. We ask that the Hearing Examiner dismiss all other issues raised by Ms. Merrell, as such claims are related to the unadopted plan or possible future zone changes. ”

Unfortunately, it’s going to take weeks (if not months) of public employee time away from actual projects to address these appeals. These appeals are an expensive time-wasting strategy with an end goal of keeping things in limbo.

Development will happen, but it’s going to take years and millions of dollars longer because a very simple zoning question—one that has received a significant amount of community feedback—is not being answered. That’s a shame.

North Beacon plan update appeal is one of three

Frederica Merrell’s appeal filed recently against the Determination of Nonsignificance (DNS) of the North Beacon Hill neighborhood plan update (also discussed here and here) is not unique. The Beacon Hill Blog has been made aware that Merrell’s appeal is one of three nearly-identical appeals filed on January 29 by residents in each of the Southeast Seattle neighborhoods that recently went through a neighborhood plan update: Othello, North Rainier (Mount Baker), and North Beacon Hill. (Read the Othello appeal here, the North Rainier appeal here, and the North Beacon appeal here.) The appeals are nearly word-for-word identical, with only a few minor differences (such as the sections describing each distinct neighborhood and the appellants’ connection with them).

The Othello appeal was filed by Ron Momoda, Patricia Paschal, and Jenna Walden. The North Rainier appeal was filed by Pat Murakami and Barbara Marino. Most are well-known neighborhood activists in Southeast Seattle, and several were active last year in speaking out against House Bill 1490 and Senate Bill 5687, which would have created incentives and requirements for transit-oriented development and density near light rail stations.

The three appeals all request the same thing: that DPD’s Determination of Non-Significance (DNS) for each neighborhood’s plan update be vacated, and that DPD be required to take other actions including additional community notification, review, and validation, and environmental impact analyses.

The North Beacon appeal has been the subject of some heated controversy in the comments sections of the BHB posts linked above, with some commenters suggesting that the appeals are specifically intended to cause the entire update process to be scrapped, or that they were filed in order to block any upzoning or increased density, while some others say the update plan was flawed from the start, and that appeals such as this are a necessary and important part of the process of making this update work for North Beacon Hill.

El Centro de la Raza, who have had plans to develop their property just north of Lander Street, have filed their own motion to intervene and dismiss Merrell’s appeal.

The recently published Neighborhood Plan updates (the North Beacon one is here) were developed through a process that began in Fall 2008 and continued through 2009 with community meetings and open houses in March, May, and September.
