DPD announces Neighborhood Plan Update Action Team Kick-Off

The next stage in neighborhood planning for North Beacon Hill has been announced with an Action Team Kick-Off meeting by the Department of Planning and Development. They say:

In 2009 over 1,500 people helped plan the future of their neighborhoods in North Beacon, North Rainier and Othello. Now it’s time to get things done. Come help prioritize next steps and sign up for project action teams.

The Kick-Off meeting is Friday, May 14, from 6:00 to 7:45 pm at Asa Mercer Middle School, 1600 S Columbian Way.

There will be childcare and refreshments.

Also, if you’re not already familiar with the neighborhood planning situation, you’re welcome to arrive early; a special orientation will be given at 5:00 pm.

New DPD Planning Director visits Beacon Hill

Marshall Foster is the new Planning Director of DPD Planning Department. Frederica Merrell chairs the ad-hoc planning subcommittee of the North Beacon Hill Council and worked on the 1999-2000 draft of the North Beacon Hill Neighborhood Plan. She invited Foster to a subcommittee meeting on April 19 to introduce himself to the community, hear our thoughts, and share his perspective on urban planning.  Foster was professional and approachable as he discussed issues ranging from his personal background to some of the challenges in the 2009 Neighborhood Plan Update process.

A New Orleans native, Foster fell in love with the Northwest and moved to Seattle from Portland with his wife in 2006. They live in West Seattle with their two children. While in Portland, Foster volunteered with Southeast Uplift, an organization working to increase citizen participation in neighborhood planning. He is passionate about urban planning, in particular comprehensive planning that includes the needs and desires of communities for public safety and vibrant small businesses.

Foster sees the Department of Planning and Development as responsible for merging the requirements of Seattle’s Comprehensive Plan with grassroots citizen involvement. The Comprehensive Plan is how the City manages the requirements of the WA State Growth Management Act.

After the meeting, I emailed Foster for more details about his philosophy and upcoming DPD events.

The SPUNC subcommittee charged DPD to look into changing zoning in a larger area around the station.  Will this change the timeline of the current station overlay plan?

“That’s correct –– we were asked to look more broadly at zoning options. We plan to work with the community to develop what we’re calling an ‘Urban Design Framework’ for each of the three neighborhoods. This document will integrate the issue of zoning with what I call ‘placemaking’ elements —  how we ensure safe and attractive streetscapes, buildings that activate the street, how we move forward with the open space connections and other community improvements described in the update. We expect this work will begin over the summer and wrap up by the end of the year.”

If you and your family lived on Beacon Hill, how would you like to see the vacant lots around the station used while we’re waiting for final zoning? Some neighborhood ideas include food carts, outdoor music, etc.

“I’d like to see creative things happen with the spaces that front on the sidewalk. I’ve spent a good bit of time in and around Beacon Ave S, and those large open parking areas detract from the community feel the street otherwise has and serves to split the business district. It would be wonderful to see some temporary uses like food carts lining the sidewalk there, to help knit the street together and give people a reason to spend time there. Perhaps also some temporary public art or temporary community uses. There is legislation moving forward that would allow and encourage these kinds of temporary uses, as well as allow commuter parking on a temporary basis. It’s a great opportunity.”

Could you summarize your goals regarding merging the comp plan with grassroots planning objectives?

“In general, the City’s Comprehensive Plan guides all of our planning work as a city. It outlines our strategy as a city to manage growth and ensure change enhances the quality of life in our neighborhoods. An important part of the Comp Plan is the Urban Centers / Urban Villages concept, which aims to channel growth to parts of the city with established infrastructure, transit, and community services. Beacon Hill is one of the city’s urban villages. With neighborhood planning, we need to bring that perspective to the table and be clear about what it means –– which is essentially that we need to offer more housing opportunities close to the new Beacon Hill light rail station, and balance it with what priorities we’re hearing from communities. On the whole, I think the goals of the Comprehensive Plan are consistent with much of what’s described in the neighborhood plans, which focus on ensuring we have the community infrastructure in place to make Beacon Hill a livable place. That perspective couldn’t be more important.”

How do DPD and DON (Department of Neighborhoods) interact with regards to neighborhood planning? Are there certain aspects that DON leads and others where DPD leads? Who are the contact people?

“DPD is ultimately responsible for delivering the planning work –– the Neighborhood Plan Update itself and the goals, policies and strategies that are intended to help implement the neigborhood plan vision. DON’s role is to design and facilitate a top-quality public outreach and engagement process to develop the plan, with an emphasis on engaging historically underrepresented communities. We work closely together as one team, and have made strides in terms of getting new voices, traditionally not at the table, to engage with the process. Lyle Bicknell is the overall Neighborhood Planning Manager at DPD, and Veronica Sherman-King, Director of Planning and Community-Building, is lead for DON.”

What can the Beacon Hill community expect over the next year of strategic planning meetings? Why should people be excited about participating?

“We’re at a very exciting point with neighborhood planning. With the broad goals established in the proposed updates, we’d like to work with the community to prioritize what we can do together over the next few years to implement the plan. We’re hosting a public meeting in May to start that discussion – Beacon Hill neighbors should be receiving postcards soon about it, but here are the details:”

We’ll bring resources from a range of city departments to talk about what we’re doing as a city and what the community believes is most important for us to focus on in Beacon Hill, Mt Baker and Othello. This is really where the rubber meets the road so to speak: how we can work together to prioritize what’s most important and take action.

Neighborhood planning process moving forward

Mike O’Brien’s Seattle Public Utilities and Neighborhoods Committee (SPUNC) approved Resolution 31204 Tuesday afternoon, moving forward to begin a year of public comment and other work toward finalizing the Neighborhood Plan Updates for North Beacon Hill, North Rainier, and Othello.  The full text of the resolution is available here. You can watch the SPUNC meeting online at the Seattle Channel website.

Council members charged the Department of Planning & Development (DPD) and Dept. of Neighborhoods (DoN) with “making everyone happy” by creating an implementation process and urban design guidelines.  The resolution calls for extensive community involvement, including continuing outreach to underserved communities.

DPD and DoN will also be offering the opportunity for interested parties to share ideas online.  The timeline calls for the development of Action Plans from April to August 2010. Work groups will begin forming to develop Urban Design Framework Plans from June to November 2010.

There is a public meeting scheduled on Friday, May 14 at Asa Mercer Middle School, 1600 South Columbian Way.  Childcare and translation services will be available. Further information about the meeting will be coming soon.

Eight Beacon Hill projects pursue Opportunity Fund grants

The North Beacon Hill Council Board is submitting a letter of support for eight groups submitting applications to build new parks or improve existing parks in Beacon Hill. The 40+ people attending last night’s NBHC meeting unanimously supported this motion. Presenters were succinct and provided an impressive amount of information about their respective projects.

The eight groups presented information about applications they are submitting to the Parks and Green Spaces Levy Opportunity Fund for parks in Beacon Hill.  You can find out more about the Opportunity Fund in their FAQ.

The Opportunity Fund is community-driven. A key aspect of the application is how much community support a project has.  If you would like to share comments, concerns, or enthusiastic support about a proposal, contact Seattle Parks and let them know what you think. Briefly, the eight proposals are:

  • Volunteers and community members seeking funding to continue efforts to improve Lewis Park, such as clearing invasive species, planting natives, and restoring the natural areas in the park’s ravines
  • Development of a Food Forest in Jefferson Park, including bicycle and walking paths, a community shade structure, and habitat renewal for beneficial insects and birds
  • Acquisition of land around the Beacon Hill Light Rail Station to develop a North Beacon Central Park
  • Walker Street Park and Orchard proposal to acquire 10 lots on the boundary of the North Beacon Hill and North Rainier Urban Villages
  • Beacon Hill Youth Soccer Association efforts to improve the youth soccer field adjacent to Beacon International School so that it can be used year-round, by replacing grass with artificial turf
  • El Centro de La Raza seeking to improve their playground and increase access to the public by upgrading play structure; adding landscaping, outdoor meeting space, green features, and cultural aspects; adding ADA accessibility; and improving the basketball court
  • Efforts to preserve and renovate the historic reservoir gatehouse building in Jefferson Park
  • Development of a viewpoint pocket park at 12th and Hill, including addition of a retaining wall, viewing platform, and seating area

Opinion: Bringing a food forest to Jefferson Park

Pictured here is the first of several design options for the proposed Jefferson Park Food Forest. First and foremost, this would be a community garden where neighbors could interact and grow their own food. It would be a garden run and managed by community members and citywide supporters, to achieve a bit more food security by having a local food production facility. Second, it’s about creating a healthy park environment for all to enjoy. Third, it’s about promoting gardening as a sustainable recreation. Please remember this is a “design in process” as we look forward to more input from the community.

A food forest is a gardening technique or land management system modeled after a woodland ecosystem, but which substitutes trees, shrubs, herbs, and vegetables which have a higher yield for humans. It’s a polyculture method (as opposed to monoculture) of planting in guilds (combinations) that nurture each other through nutrient—soil fixing, attracting pollinators and self-mulching. The result is an edible woodland with meadows, pathways, and a grand source of fresh air.

The Jefferson Park Food Forest is located on the southern part of the western slope of Jefferson Park and covers about four acres. In the map pictured here, 15th Avenue South is shown on the left (west), South Dakota Street is near the bottom (south) and the reservoir playfield is up on the right (east). Seasonal water collection is shown in blue. The blue areas would be wet in the rainy season and dry in the summer. Paved areas are shown in orange with 16th Avenue South serving as a water collecting swale. Trees are shown in green with most of the forest on the hill to the east. The green areas are swaths of mixed plantings mostly consisting of berries and natives. Green colored P-Patches have curved paths (orange) through them. The yellow circle is a community shade structure with tool shed sub-grade.

The City-adopted North Beacon Hill Neighborhood Plan (2000) for this property calls for a forested, naturalized terrace with pedestrian pathways, educational facilities, and view accesses (Action PE2). This project builds on that adopted concept to create a food forest that is natural and educational, but more focused in producing food with recreational gardening. It also builds on the adopted recommendation in our neighborhood plan for distinctive park entry improvements in this area (Action PE4). The Jefferson Park Alliance did outreach to the larger community at the last Beacon Hill Festival (2009) on this concept and received significant positive interest from people who would like to garden and support urban agriculture in the park.

We will be presenting this design and answering questions on April 1 at the North Beacon Hill Council meeting and at the 2010 Beacon Hill Festival on June 5. 11 of 13 issues dismissed from North Beacon Hill DNS appeal

The Hearing Examiner has dismissed all but two issues from the North Beacon Hill DNS appeal filed on January 29 by Frederica Merrell, stating that the dismissed issues are “broad, conclusory allegations unsupported by any stated facts,” and that they do not meet municipal code and Hearing Examiner requirements that issues raised in an appeal be clear, concise, and specific. Additionally, the ruling states that the issues “fail to give the Department and Intervenor fair notice of the claims being asserted.” Two of the issues were dismissed outright earlier this month, and nine more in a decision given on Monday.  The hearing will now address the two issues that remain.

The two remaining issues are:

#6: “The DPD failed to meaningfully consider the probable impacts of the future development that would be allowed by the proposed changes to the Comprehensive Plan and zoning.” The ruling states, “Although the appeal failed to specify the probable impacts being referred to, the Appellant stated in her response to the motions to dismiss that this issue is addressed to the impacts of additional density on public services.” With that clarification, the issue was deemed sufficiently specific to be considered.

#8: “The DPD did not use notice procedures that were reasonably calculated to provide notice to property owners and other affected and interested individuals, tribes, government agencies, businesses, school districts, and organizations of the proposed amendments to comprehensive plans.” This issue was also clarified by Merrell; the March 11 ruling states that “the Appellant clarifies that the notice issue concerns the changes, alleged to be substantive, that the Department made while consolidating goals and policies after public notice of the DNS.”

For a full explanation of the decision, read the Examiner’s ruling here.  The appeal is still scheduled to be heard on Monday, April 26, 9:00 am at the Seattle Municipal Tower, 700 5th Avenue.  The Othello appeal hearing has been rescheduled to May 24, and the North Rainier appeal was dismissed earlier this month.

BRIC applying for grant to create Walker Street Park

The Beacon Ridge Improvement Community (BRIC) is applying for a grant through the Opportunity Fund to acquire land for a park located at 17th Avenue South and South Walker Street. BRIC is responsible for such neighborhood success stories as the stair restoration projects on Holgate, Hill, and Walker Streets (winning two grants from the City) and organizing neighbors to address crime and public safety issues.

At the March North Beacon Hill Council meeting, BRIC members Andrew Abian and David Gackenbach presented a slideshow of their vision for a “pocket park” and orchard. They are hoping to generate community support for this idea, both to strengthen their Opportunity Fund application and to get the community excited about the potential for a new park on Beacon Hill. To share your opinions regarding this proposal, attend the North Beacon Hill Council meeting on Thursday, April 1 at 7:00 pm at the Beacon Hill Library. You can also visit the Parks Department comment page. All comments must be received by April 2.

The Opportunity Fund provides $15 million solely for community initiated park projects. Neighbors have the opportunity to propose a park development project and/or propose a piece of property for Parks to acquire.

BRIC’s Walker Street Project application requests approximately $1.0 million to acquire 10 lots (an entire block!) of land to be used as a play area, community orchard, and green space. The current owner lives in the only house on the block and seems open to the idea of the property becoming a park.

This location was chosen because it is relatively level and accessible from a part of the neighborhood where there are no other parks easy for families with young children to reach. It is also uniquely situated on the boundary between the North Beacon Hill Urban Village and the North Rainier Urban Village—potentially bridging the gap between green spaces in both communities. Preserving tree canopy and open space in this location will help bridge the gap in green spaces in two areas slated for increased development.

The Walker Street Project is one of several proposals being submitted from Beacon Hill. Beacon Hill community members are also applying for Opportunity Fund support for an urban farm in Jefferson Park and a Central Park near the Light Rail Station.

First ruling on neighborhood plan appeal released

Sue Tanner, the Hearing Examiner, has released her first ruling regarding the appeal Frederica Merrell filed last month against the Department of Planning and Development (DPD) regarding the Determination of Nonsignificance (DNS) of the North Beacon Hill neighborhood plan update process. Here is the full text of the ruling.

Tanner dismissed two issues in the appeal outright because they are outside the jurisdiction of the Hearing Examiner’s office (the issues were related to planning process).  She upheld one issue that DPD and El Centro de La Raza had requested to be dismissed, regarding whether DPD provided adequate notice for attendance at a meeting.

The revised schedule for the appeal is included in the document.  The final hearing on the appeal is currently scheduled for April 26 at 9:00 am.

Cienna Madrid at the Slog has reported on this as well, and notes that one of the other two nearly identical appeals filed last month, the North Rainier (Mount Baker) appeal, has been dismissed because the appellants did not respond to the motion to dismiss. The Othello appeal continues and is scheduled for May 24 at 9:00 am.

Connecting: Broadstripe contract at UTUC, Schrier on FCC plan

Speaking of City CTO Bill Schrier, his recent blog posting on the FCC’s broadband plan is good reading and answers these questions and more:

[T]he FCC’s plan is visionary. Certainly it was carefully crafted with many competing interests interests in mind. And it doesn’t really provide any good mechanism to encourage competition between private providers. Such competition would reduce costs to users. Nevertheless, if it is followed, will materially improve the economy, safety, and quality of life for the people of the United States.

Opinion: A bold idea for Beacon Hill’s Central Park

What if you could start from scratch and locate the Beacon Hill Central Park, the neighborhood’s focal point, anywhere on Beacon Hill—without disrupting existing businesses, without relocating current residents, without demolishing any of the many buildings of character on Beacon Hill? Ideally it would be located on Beacon Avenue, in the heart of the Urban Village, close to the transit station… and that is exactly what we are proposing.

The Parks and Green Space Levy Oversight Committee announced that there are funds available for the acquisition and development of park space. The intent of this project is to acquire the land surrounding the light rail station (see a map of the area here) to create an urban park in the heart of the North Beacon Hill Urban Village.

Our neighborhood has seen great changes in the past few years with the addition of a new library and the recent opening of the Beacon Hill light rail station. As both the adopted North Beacon Hill Neighborhood Plan (NBHNP) and the 2009 Draft Plan point out, the central area of our neighborhood is still missing public spaces that provide opportunities to play for young (play structure) and old (chess table), talk to friends and neighbors (benches, picnic tables), and for community gatherings (plaza). The adopted NBHNP points out that with the existing population North Beacon Hill does not even meet the minimum city standards for the ratio of open space to residents.

A park-like setting in the core will also help alleviate the lack of tree cover and vegetation. It would give residents and visitors a great opportunity to connect with nature, the environment, and the larger landscape of the Pacific Northwest, and for all to share the spectacular Beacon Hill views.

With community backing, this acquisition would most likely score highly due to the central location in our community, the consistency with the adopted plan, the coupling with the transit station, and the vacancy of the desired land. All these factors combine to make this an unique and creative opportunity.
