14th and Bayview design guidance meeting notes

(Melissa attended the design guidance meeting held Tuesday, February 23 at the Wellspring building on 23rd and Rainier. Approximately ten Beacon Hill residents were in attendance, and an additional five people were in the audience from the Findlay Street Christian Church congregation. Findlay Street Christian Church is the property owner and hopes to develop 18 residential units on top of a combination church/community space on the corner of Bayview and 14th.)

Introductions and clarification of process

Michele Wang introduced Board members and Holly Godard (206-615-1524), the DPD staff contact for the project. Godard explained that this was a preliminary design review only and emphasized that this is not the appropriate venue for sharing SEPA concerns—including concerns regarding parking, traffic, etc.

Bev, a congregation member, shared information about the congregation, focusing on their history, philosophy and goals. She opened with a slideshow. The church is interested in developing 18 units of affordable housing—Bev clarified this was not subsidized or low income housing. The location was chosen in large part because of proximity to light rail and the church hopes to attract professionals (teachers, nurses, etc.) who will use mass transit. The congregation also hopes to create a space the community will use. She mentioned the potential of using the sanctuary as a theater or meeting space. Bev noted that the congregation is currently meeting in Mount Baker and has about 80 regular attendees, with a goal of about 125 maximum. They are intentionally a smaller congregation, not a “big project church.” Findlay Street Church was established in 1906 and has a long history in SE Seattle. When they sold their Hillman City property, they sold the parking area below market rate for use as a P-Patch to promote green space in perpetuity. They are currently meeting in Mount Baker while they develop their new, permanent space.

When questioned further about why the congregation had chosen North Beacon Hill, the response was that the site was available, affordable, and met the needs of the church. The congregation is also attracted to the vibrancy of Beacon Hill and is interested in being part of the community.

North Beacon plan update appeal is one of three

Frederica Merrell’s appeal filed recently against the Determination of Nonsignificance (DNS) of the North Beacon Hill neighborhood plan update (also discussed here and here) is not unique. The Beacon Hill Blog has been made aware that Merrell’s appeal is one of three nearly-identical appeals filed on January 29 by residents in each of the Southeast Seattle neighborhoods that recently went through a neighborhood plan update: Othello, North Rainier (Mount Baker), and North Beacon Hill. The appeals are nearly word-for-word identical, with only a few minor differences (such as the sections describing each distinct neighborhood and the appellants’ connection with them).

The Othello appeal was filed by Ron Momoda, Patricia Paschal, and Jenna Walden. The North Rainier appeal was filed by Pat Murakami and Barbara Marino. Most are well-known neighborhood activists in Southeast Seattle, and several were active last year in speaking out against House Bill 1490 and Senate Bill 5687, which would have created incentives and requirements for transit-oriented development and density near light rail stations.

The three appeals all request the same thing: that DPD’s Determination of Non-Significance (DNS) for each neighborhood’s plan update be vacated, and that DPD be required to take other actions including additional community notification, review, and validation, and environmental impact analyses.

The North Beacon appeal has been the subject of some heated controversy in the comments sections of the BHB posts linked above, with some commenters suggesting that the appeals are specifically intended to cause the entire update process to be scrapped, or that they were filed in order to block any upzoning or increased density, while some others say the update plan was flawed from the start, and that appeals such as this are a necessary and important part of the process of making this update work for North Beacon Hill.

El Centro de la Raza, who have had plans to develop their property just north of Lander Street, have filed their own motion to intervene and dismiss Merrell’s appeal.

The recently published Neighborhood Plan updates (the North Beacon one is here) were developed through a process that began in Fall 2008 and continued through 2009 with community meetings and open houses in March, May, and September.

Opinion: “Post Alley” or empty lot?

Are you tired of looking at gravel lots surrounded by wire fencing next to the Beacon Hill Light Rail station?  Do you dream of potential businesses that would be perfect for our community?  The comments on Joel’s post “Beacon Hill’s Post Alley” indicate community support for development around the light rail station.  For any development to occur, the North Beacon Hill Neighborhood Plan Update must be approved.

That plan is being challenged.  A community member has filed a petition with the City of Seattle Hearing Examiner (see the earlier news post in the BHB) calling the update process into question and requesting that the DNS (Determination of Nonsignificance) be vacated. Concerns listed in the petition include construction noise, increased traffic, lack of specific guarantees regarding service improvements, and overall disregard for community opinion and the existing neighborhood plan.

Simply put, it’s a request for DPD to be required to throw away over a year’s worth of community input and other work on this project—essentially starting the entire process over.

Neighborhood, City and transit groups have worked hard to update the North Beacon Hill Neighborhood Plan in a way that respects the core values of our community and includes the reality of introducing mass transit into the neighborhood.  Two critical considerations for an urban neighborhood served by mass transit include increased residential density accompanied by increased employment, service, and other business development.

Increased density is a worthy goal for our neighborhood: people should live and work near transit. We need housing, employment, and services for our future neighbors.  This doesn’t have to/shouldn’t mean increased vehicle traffic—the entire point is that new residents will be using light rail.

If the North Beacon Hill Urban Village is ever to develop, we must move forward as a community.  Change can be challenging, but it’s also an opportunity to improve.

Neighbor files petition against Neighborhood Plan update process

North Beacon Hill resident Frederica Merrell has filed an appeal with the City of Seattle Hearing Examiner, regarding the Determination of Nonsignificance (DNS) of the North Beacon Hill neighborhood plan update process.

In the appeal (read it in full here), Merrell states that North Beacon Hill residents and visitors will be “directly and significantly impacted” by the changes, including changes to zoning, density, protected views, pedestrian/bike/auto access, and more. She states that, among other problems, the Department of Planning and Development (DPD) erred in making a determination of non-significance, failed to take necessary steps to assess the impact of the plan changes, and also failed to give proper notice to the community.

The appeal requests that DPD’s DNS for the North Beacon Hill plan update be vacated, and DPD be required to take other actions including additional community notification and environmental impact analyses.

The Neighborhood Plan update process began in Fall 2008 and continued through 2009 with community meetings and open houses in March, May, and September, resulting in the recently published update.

New pedestrian signage installed on Beacon Avenue

We’ve heard neighbors complaining lately that it is sometimes difficult to cross Beacon Avenue South in front of Beacon Hill Station–cars just don’t see pedestrians, or just don’t stop for them. Sometime in the last week or so, the city added new signs to Beacon Avenue in an attempt to make this crosswalk safer, along with warning lights. With the opening of the light rail station, this crosswalk is even more heavily used than it was before, so this new signage has been needed.

Festival Street construction to begin Monday

South Lander Street will be closed between 16th Avenue South and 17th Avenue South from Monday, October 12, through December 1 for construction of the new Lander Festival Street. The Festival Street will extend the plaza north from Beacon Hill Station, providing a space for neighborhood festivals and events.

The project will include construction of a new roadway with decorative pavers, at the same level as the sidewalks, making the street “curbless”; adding removable bollards that can be used to close the street during events; adding other side treatments to delineate the roadway surface; and installing pedestrian-scale lighting.

During construction, along with the road closure of South Lander Street, you can expect pedestrian detours and some moderate to high construction noise and dust for a short period of time. Typical work hours are planned to be 7:00 am to 4:00 pm, Monday through Friday.

The Festival Street project is a community-generated project, requested by the North Beacon Hill Council, and funded through the Large Neighborhood Street Fund. The Seattle Department of Transportation project website is located at http://www.seattle.gov/transportation/btg_nsf_lander.htm.

Baffling “neighborhood” planning continues

At tonight’s committee meeting, Lyle Bicknell with the Seattle DPD was invited to come and discuss the next steps in the neighborhood planning process. The City is speeding to a conclusion on our neighborhood plan update! Lyle Bicknell, our man at Department of Planning and Development (DPD), came and chatted with 17 residents who attended the North Beacon Hill Planning Advisory Committee meeting tonight. He shared sketchy preliminary plan recommendations and described next steps for the process. Here are my best notes on what I heard. Please pipe in with your own views if you attended. We met at El Centro thanks to Executive Director, Estella Ortega giving us a nice space in room 307.

Mike Podowski from DPD, who is an expert on zoning, generously gave us 30 minutes of his time to start. We received a “primer” on the neighborhood commercial zone rules and proposed multi-family zone rules. He provided handouts and I am putting the extras at the library. I won’t go into all the details but here are points of note:

  • Most of the existing zoning in our urban center is neighborhood commercial (NC-40) with a pedestrian orientation.
  • We also have some multi-family zoning intermittently along Beacon Avenue and on 14th (L2, L3)
  • Within the lightrail overlay near the station, there is no requirement for parking to be built for new multi-family housing or for commercial development.
  • We have a pedestrian overlay which also precludes the construction of parking or street entry between any new business development and the sidewalk.
  • Many of our existing businesses do not meet this code but are grandfathered in, so the pedestrian character will only develop as new buildings are constructed.

Beacon Bits, Necessities of Life edition: Food, clothing, and cool, cool desserts

Jesse Vernon at Slog writes about halo-halo, a cool and sweet Filipino dessert that’s especially tasty on warm days like today. Beacon Hill may not have a trendy ice cream shop (yet), but we do have halo-halo, at Inay’s and at Kusina Filipina!

The Marination Hawaiian/Korean taco truck (yes, seriously) has begun a regular Thursday lunch residency at Dr. Jose Rizal Park, from 11am – 2pm. (Next week’s lunch is only until 1:30, though.)

In the hubbub over Link’s opening day on July 18, we missed one other local opening: big-box discount retail has come to Southeast Seattle in the form of a Ross store on Rainier Avenue South, in the former Longs Drugs next to Safeway, 3820 Rainier Avenue South. MyraMyra at the Rainier Valley Post wrote about her visit and suggested some tips for a good Ross shopping experience (hint: it’s no Nordstrom). Ross sells discounted clothing, shoes, and various household goods.

Festival to bring music to Rizal Park August 8

The First Annual Rizal Park Music Festival will be held at Jose Rizal Park on August 8, from noon-8:00 pm.

The festival will showcase local talent in music and fine arts, as well as promoting the Dr. Jose Rizal Park and Bridge, both named after a Filipino national hero. It will also benefit the Rizal Park Preservation Society and the Zenaida Guerzon Foundation (read more about Zenaida Guerzon, a former Franklin High School teacher and Filipino community leader, here).

The event will be a family-friendly event with kids’ activities. Food vendors will be there, art and dance will be exhibited, and there will be music from bands and artists including Angelo Pizarro, Network, NewWave, EnRoute, and more.

Car wash near station declared a violation; Grown Folks Coffeehouse closed

The city’s Department of Planning and Development has confirmed that the First Choice car detailing/car wash business that is operating at the corner of Beacon Avenue South and 15th Avenue South is not allowed to operate at that site due to light rail station area and pedestrian overlay zoning regulations. The case is being referred to the City Attorney’s office for enforcement action, and the owner of the business has been informed of the decision. Our understanding here at the BHB is that there is a certain grace period for the business to relocate, so the business may be in operation for some time still.

In other local business news, neighbor Chris sent in a tip about an interesting, and saddening, listing on Craigslist today: Grown Folks Coffeehouse has closed, and they are selling all of their equipment. A potential bargain for someone else who wants to open a coffee shop, but a substantial loss for Mid-Beacon Hill. (This closure wasn’t entirely unexpected. We mentioned the land use application for their lot last month, and it was known for months before that the lot owner was looking to redevelop the property. –Ed.)
